Constitution
ARTICLE I: The name of this organization shall be: "Vietnamese Engineering Student Association (VESA)"
ARTICLE II: The purposes of this organization are:
- To improve the relationship between Vietnamese students at the College of Engineering at San Jose State University and other colleges.
- To provide assistance and advice on all academic matters.
- To organize tutoring sessions and engineering workshops to enhance student's skills and knowledge and, also, to promote higher education among students.
- To hold other activities (sports, picnics, and social events).
ARTICLE III: Affiliation
- The VESA is not affiliated with any local, state, or national organization.
ARTICLE IV: Membership
- Open to all students at SJSU.
- The membership drive will be held two times a year at the start of each semester.
- Voting membership is restricted to matriculated, currently enrolled students, faculties and staffs at SJSU.
- At least eighty percent of (80%) of all members of the organization are matriculated, currently enrolled students at SJSU.
- Membership in the organization will not be denied to anyone on the basis of race, national origin, religion, sex, or disability, veteran status, and sexual orientation except as sanctioned by law (California Administrative Code, Title 5, Section 41500, Education Amendment of 1972, Title IX).
ARTICLE V: Officers
The officers of this organization shall be:

- All officers listed above are selected for a one-year calendar term.
- Vacancies
- Vacant seat of any officer shall be appointed by the President
- If the President's seat is left vacant, the Internal Affair Vice-President shall succeed the President's chair for the remaining term.
- All officers of the VESA are matriculated, currently enrolled students at SJSU.
ARTICLE VI: Duties
- PRESIDENT
- To fill the chair at all meetings.
- Be the organization's representative to all diplomatic functions.
- Approve the results of all meetings.
- Assume the responsibility for all organization's activities.
- Authority to call special meetings.
- INTERNAL AFFAIR VICE-PRESIDENT
- Provide assistant advice on all internal affairs.
- Fill the chair at all Committee meetings.
- Approve Directors decisions.
- Supervise all Directors of Committees.
- EXTERNAL AFFAIR VICE-PRESIDENT
- Provide assistant advice on all external affairs.
- Perform all diplomatic functions.
- Be the organization's representative to all diplomatic functions.
- SECRETARY
- Record all results of all meetings.
- Keep permanent record.
- TREASURER
- Supervise all financial operations and recommend fiscal policy to the President.
- Formulated the VESA budget.
- DIRECTOR OF STUDY COMMITTEE
- Schedule and select qualified student to hold tutoring sessions.
- Train and motivate students into small study groups, promote knowledge sharing , honor and discourage against cheating or unethical academic practice.
- DIRECTOR OF ACTIVITIES COMMITTEE
- Promote and encourage student for higher education (graduate school).
- Organize engineering workshop to enhance student's professional skills.
- Organize workshop on course view, job hunting and interviewing.
- Coordinate closely with Director of Study Committee.
- Organize recreation activities.
- DIRECTOR of ALUMNI and INDUSTRIAL RELATION
- Form a connection between alumni and matriculated students, sharing academic and industrial experience.
- Raise fund or donation from outside companies.
- DIRECTOR OF SPORTS COMMITTEE
- Organize all sport activities among other student organization at San Jose State University and neighboring colleges.
ARTICLE VII: Nomination Proceed
- Nominations are taken from the floor.
- Nomination will begin on the first week of April.
- The selection process will be held on the first week of May.
- Officers will be elected by the plurality vote.
- Voting shall be by secret ballot.
- A candidate for President position shall be a full-time student.
- Only members have the right to run for office with the VESA.
- All member have the right to vote.
ARTICLE VIII: Installation
- Installation of new officers will be held on the third Monday of August.
ARTICLE IX: Meetings
- Regular meetings will be held on Thursday of each academic week.
- President has the authority to call special meetings.
- The members will be notified of regular meetings by newletters.
- All officers have the responsibility to notify the members by phone or email or in person of special meetings.
- The minimum number of members who must be present at a meeting in order for business to conduct is fifteen (15) people.
- The parliamentary authority of this organization shall be ROBERT's RULES of ORDER ARTICLE.
ARTICLE X: Committee
- The President has the authority to name committees and committee chair person.
ARTICLE XI: Due, fees
- Each member has to pay a membership fee for each membership drive.
- The amount will be set by all officers.
ARTICLE XII: Amendments
- Only officers may propose a new amendment.
- The amendment must be read in one meeting proceeding the vote and posted for one week for all to read.
- The number of votes needed to adopt the amendment is two-third (2/3) of the members that attend the voting day.
- The amendment becomes effective immediately after the approval.
THE CONSTITUTION OF THE VESA WAS ADOPTED HERE AT SAN JOSE STATE UNIVERSITY IN MAY 1995.
